and 4 Robberies in Chinese Waters - i.e. trivial boat robberies beyond jurisdiction of the Colony in 1868, and 5 in 1869. Of these 12 Piracies however no less than 7 occurred in the last Quarter of 1869 and the better opinion seems to be that, instead of decreasing, Piracy
owing to the
is again making head owing to the compulsory inactivity of Her Majesty's Naval Forces in actual Chinese Waters.
